Notification for material recovery facilities/ Scrap dealers

In exercise of the power conferred by Sections 6 and 8 of the Environment (Protection) Act, 1986, and the Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2016 Section 8 ‘Every trader desirous of import of metal scrap, paper waste and other wastes as listed in Schedule III (Part-D)’ shall maintain a record of sale, transfer, storage, recycling, recovery, pre-processing, co-processing and utilization of such wastes and make these records available for inspection.
Therefore, all Materials Recovery Facility (MRF) i.e. metal scrap, paper waste , glass waste, e-waste, plastic waste, battery waste and other waste traders are directed to register on or before 30th June, 2019 and submit yearly reports in Form 2(a) to the Nagaland Pollution Control Board, Signal Point, Dimapur.
[Note: Under Solid Waste Management Rules, 2016, “Materials Recovery Facility” (MRF) means a facility where non-compostable solid waste can be temporarily stored by the local body or any other entity mentioned in Rule 2 or any person or agency authorized by any of them to facilitate segregation, sorting and recovery of recyclables from various components of waste by authorized informal sector of waste pickers, informal recyclers or any other work force engaged by the local body or entity mentioned in Rule 2 for the purpose before the waste is delivered or taken up for its processing or disposal].
